The Council of State has ordered the French state to take "all necessary measures" to achieve the target of 40% reduction in greenhouse gas emissions by 2030 after a referral from a French municipality .

After being seized by the municipality of Grande-Synthe in the north, which noted a rise in the sea, the Council of State, the highest French administrative court ordered "the Prime Minister to take all useful measures allowing to bend the curve of greenhouse gas emissions (…) in order to ensure its compatibility with France's objectives by March 31.

In its decision, the Council of State, estimated that the current trajectories of France do not allow it to meet its commitments under the Paris Agreement which expects a 40% drop in greenhouse gas emissions. greenhouse by 2030.


The decision comes the day after a report from the High Climate Council (HCC), an independent body set up by President Emmanuel Macron, which believes that current climate efforts are "insufficient".

"Current efforts are insufficient to guarantee the achievement of the objectives," said the report, despite a drop of -1.9% in 2019 and of -9.2% estimated for 2020 in terms of emissions. greenhouse gases, thanks to the shutdown of the economy caused by the coronavirus pandemic.

The French state is now under pressure from two organizations to make efforts to achieve its climate objectives, which correspond to its commitments made in the Paris agreement.

And this decision of the Council of State which gives barely 9 months to the executive to lower emissions will be all the more difficult to implement given that the European Union is preparing to revise its objectives upwards. which will have a definite impact on France.
